Cartagena · La Manga · Mar Menor · Cabo de Palos — NIE, TIE and padrón

NIE Cartagena, for the city, La Manga and the Mar Menor

The comisaría on Calle Menéndez y Pelayo assigns NIE numbers, registers EU citizens and issues TIE cards; permits go to the region's single Oficina de Extranjería, in Murcia. Tell us where you live and what you need: we line up the form, the fee slip and the cita previa.

The commercial quay of the port of Cartagena on a clear winter morning: a dark-blue container ship moored under a tall grey-green gantry crane, stacked containers on the quay at the right, the calm deep-blue water of the harbour reflecting the hull, and across the basin the masts of the marina, the pale seafront buildings and the pine-covered hill of the Castillo de la Concepción under a cloudless sky

Which passport, which flag

Cartagena faces the sea from its port, and around it stretch the beaches of La Manga, Cabo de Palos and the shores of the Mar Menor, where people from Britain and the rest of Europe have settled alongside Spanish families and newcomers from much further away.

Whether you came for work, for retirement or for a house by the water, Spanish life soon asks for a NIE. Your passport and the length of your stay decide the form, the fee and the appointment. We read those signals for you and set the course, one step at a time.

  • Europeans (EU, EEA, Switzerland)

Free to live and work here. Past three months, file the EX-18: your NIE is printed on the green certificate, and Cartagena lists the procedure on Menéndez y Pelayo.

    Europeans: the green certificate
  • Britons and other non-EU residents

Residence comes from a consulate visa or a permit granted in Spain; the TIE card follows, with your fingerprints. British residents from before 2021 hold theirs under the Withdrawal Agreement.

  • Owning here, living elsewhere

Home stays abroad; the apartment is on La Manga or by the lagoon. One NIE per buyer, requested on the EX-15, before the notary.

In a harbour, ships speak to one another with coloured flags, each standing for a letter; this site gives every procedure a flag of its own, so that you can pick out at a glance the signal meant for you.

  • The NIE number

Spain’s reference number for a foreigner, needed for deeds, tax and contracts. Settlers get it inside their residence paper; people who live abroad request it by itself, on the EX-15, here in Cartagena.

  • Europeans: the green certificate

Germans in Cabo de Palos, Dutch couples by the lagoon, Irish workers in the port: after three months, Europeans register on the EX-18 and leave with the green certificate.

  • Cita previa in the province

One booking site for the whole province of Murcia: choosing the trámite, seeing which office is offered, and reading the confirmation before you accept it.

  • The fee: Modelo 790, código 012

Behind every NIE, certificate and card stands a State fee: where its slip is generated, the single box that must match your procedure, and the proof you bring.

  • The TIE and its fingerprints

Long-stay visa in your passport, or a permit granted here? The EX-17, the toma de huellas at Menéndez y Pelayo, the resguardo, and the day you collect the card.

  • British residents since Brexit

Brexit moved British passports to the non-EU side. What the Withdrawal Agreement keeps for those already here, why the old green paper is worth exchanging, and what newcomers need first.

  • Retiring to the Mar Menor

From outside the EU, retirement here begins at a Spanish consulate in your own country: first the visa for people with means of their own and no Spanish job, then the card.

  • Family of an EU citizen

Is the European in your family (a spouse, partner, parent or child) living here, while your own passport comes from elsewhere? The EX-19 card, the certificates to gather, and the immigration office in Murcia.

  • Return authorisation for a trip

Your card expired mid-renewal, or went missing, and a journey cannot wait? The autorización de regreso, which policia.es lists on Menéndez y Pelayo.

  • Students in Cartagena

Coming to the UPCT or another school in the city? EU students register for the green certificate; everyone else arrives with a student visa, then requests the TIE.

  • Buying on La Manga

An apartment on La Manga, a house in Cabo de Palos or by the lagoon: one NIE per buyer before the notary, how to get it while living abroad, and signing by power of attorney.

  • Working in Cartagena

A job in the port, at Escombreras, in a hotel on La Manga or an office in town: your NIE, a Social Security number, and, for non-EU workers, the permission that has to come first.

  • Police offices: Cartagena and the coast

Extranjería Cartagena, office by office: what the comisaría on Menéndez y Pelayo lists, the four other units of the region, the Oficina de Extranjería in Murcia, and the buses into town.

  • Empadronamiento in Cartagena

The padrón of the Ayuntamiento de Cartagena: the registry on Calle San Miguel, the OMITA district offices from La Manga to Los Urrutias, the cita programada, the papers, and help for newcomers.

How we work

Four pennants, four steps

  1. Step 1

    Hoist your question

Send a few lines: the passport you hold, the town you live in or are moving to, and what you need the number or the card for. We reply with the procedure, the form and the office it points to.

  2. Step 2

    Set the course

Together we fill in the EX form, generate the 790-012 with the box that matches, and list the documents your case calls for, so that every paper agrees with the form before the day.

  3. Step 3

    Watch for a slot

We search the booking system for Murcia province around your dates, then read the confirmation with you before you accept it: the day, the hour and the office.

  4. Step 4

    Come alongside

Before the appointment, a short brief: the address, the folder in order, what the officer may ask. Afterwards, the next step, whether a card to collect, the padrón, Social Security or the notary.

Why ask us

  • The right office, read from the sources

Menéndez y Pelayo lists most police steps; students, stay extensions and permits are handled in Murcia. We match your case to the office before you book, from what the official pages list.

  • One passport, one route

A German in Cabo de Palos, a British couple in Los Alcázares and a Moroccan welder in the port face different forms. We answer for your case and leave the rest aside.

  • Every Spanish word, explained

Padrón, resguardo, trámite: we translate each word the first time you meet it, and teach you the ones you will hear at the desk.

  • Private, and saying so

Nobody in the administration employs us. Officials decide, at the comisaría, in Murcia or at the town hall; we only prepare. Every step on this site can be done by you alone, for the official fee.

The coast

La Manga, Cabo de Palos and the Mar Menor

policia.es lists no foreigners’ unit on La Manga, at Cabo de Palos or in the Mar Menor towns. In the Cartagena–Mar Menor area, the one listed unit is the Comisaría de Cartagena, on Menéndez y Pelayo 6; none appears in Los Alcázares, San Javier, San Pedro del Pinatar, Torre-Pacheco or Mazarrón. The directory does not say which towns each unit serves, so residents of the coast book for the province of Murcia and the confirmation names the office. Cartagena lists the NIE, the green certificate, TIE issue and return authorisations; students, stay extensions and non-lucrative residence are listed only at the brigade in Murcia, and permits go to the Oficina de Extranjería in Murcia.

Extranjería

Extranjería Cartagena: one comisaría in the city, one office in Murcia

policia.es lists five procedures for foreigners at the Comisaría de Cartagena, C/ Menéndez y Pelayo 6: NIE certificates and assignment, the registration of EU citizens, the issue of the TIE, return authorisations and letters of invitation. It gives 968 320 795 in its list of foreigners’ units and 968 320 722 as the switchboard. Students, stay extensions and non-lucrative residence are listed at the provincial brigade at Cabezo Cortado, in Murcia, and the Oficina de Extranjería on the same complex, the only one in the region, rules on permits (968 989 600, weekdays 9:00–14:00). Your cita previa confirmation names the office for your booking.

Getting there

No official page says how to reach Menéndez y Pelayo 6 by public transport, and no city bus stop bears its name. The bus operator’s pages show line 43 from La Manga and Cabo de Palos, line 21 from Los Urrutias, Los Nietos and the lagoon shore, and line 30 from Mazarrón and Isla Plana, all to the Cartagena bus station on Avenida Trovero Marín, and the Ayuntamiento lists the Cercanías train from Los Nietos to the station on the Plaza Puertas de San José. Plan the last stretch from there the evening before.

Padrón

The padrón is kept by the Ayuntamiento de Cartagena, not by the police: at the Registro General, C/ San Miguel 8 (968 12 88 00), at the Servicio Municipal de Estadística, and at the OMITAS, its district offices, among them La Manga (Gran Vía km 1), Los Belones, Los Nietos, Los Urrutias, Isla Plana and El Algar. Every visit is by cita programada, booked on cartagena.es, on 968 12 88 18 for the central offices or on 968 12 88 48 for the OMITAS. Non-EU residents who lack permanent residence must renew their entry every two years. The Ayuntamiento has no office for international residents; its Unidad de Inmigración, part of social services, is the contact for newcomers. Los Alcázares, San Javier and the other lagoon towns keep their own padrón.

Beyond our signals

When the voyage needs more than paperwork

Our part is preparing procedures and booking appointments for newcomers to Cartagena and the coast. Two other firms, both private and independent, cover the wider ground: one organises an entire move to Spain, the other obtains a NIE for people who cannot travel. Neither firm, any more than ours, answers to any public office.

Questions

Asked on the quay

Cita previa NIE Cartagena: how do I get an appointment?

Online, on sede.administracionespublicas.gob.es: choose Murcia as the province, then the trámite for your case, then a free date. The booking costs nothing. For the NIE, the EU certificate and TIE issue, policia.es lists the comisaría on Menéndez y Pelayo 6; your confirmation names the office.

Extranjería Cartagena: which office does what?

The Comisaría de Cartagena, C/ Menéndez y Pelayo 6 (968 320 795), lists NIE assignment, the registration of EU citizens, TIE issue, return authorisations and letters of invitation. Residence and work permits go to the Oficina de Extranjería in Murcia, at Cabezo Cortado (968 989 600), the only one in the region.

Huellas TIE Cartagena: what goes in the folder?

The signed EX-17, your passport with its visa, a recent colour photograph, the stamped Modelo 790 código 012 or its online receipt, the resolution if your permit was granted in Spain, and a recent padrón certificate.

NIE La Manga: must I live there to get one?

No. If your home is abroad, the EX-15 is filed as a non-resident, either at a Spanish consulate or at an appointment booked for the province of Murcia.

Empadronamiento Cartagena: where is it done?

With the Ayuntamiento, never at the police: at the Registro General on C/ San Miguel 8, at the statistics office or at one of the OMITAS, its district offices, La Manga, Los Belones, Los Nietos and Los Urrutias among them. Book a cita programada first, on cartagena.es, on 968 12 88 18 for the central offices or on 968 12 88 48 for the OMITAS, and take the signed hoja padronal, your identity document and your deed or rental contract.

Are you part of the police or the town hall?

No. We are an independent private service. We prepare your procedure with you; you can also do it alone, paying only the official fees.

Ready to set a course?

Tell us your passport, where on the coast you are or will be living, and the dates that are already fixed: a signing, a contract, the start of term, a flight. We reply with the procedure, the form and the office.
